However, in a few words, that feature allows an easy customization of the display/edit and new forms associated with custom lists, issues and links via a configuration window allowing list managers to create the layout of their choice via drag & drop. Although that kind of customization (and even deeper) can now easily be handled with InfoPath & SharePoint Designer, it might still be useful in some scenarios.

Read the instructions available in the original project pointed above. Here are a few screenshots showing how it's integrated with SharePoint 2010.

People having the manage lists privilege will see that button in the list ribbon :

By clicking on it, they'll be redirected to the window that allows them to define the form layouts via drag & drop

The actions menu would be a very nice feature, but it does not work on various systems.
There is since a half year an open issue with "The resource object with key 'ActionsPageSelectAll' was not found. " problem.
I guess there is nobody working on it.
